Arthur helped establish a memorial for Nurses in the Armed Forces of World War II. He was an accredited Professional Chemist.
Arthur was a Fellow of the American Association of Advancement of Sciences. Arthur was a member of Alpha Chi Sigma Fraternity, American Institute of Chemistry, American Nuclear Society, and the Yale Chapter of Gamma Alpha Graduate Fraternity. Hill graduated from Hopkins High School in New Haven, CT and later received his Bachelor of Science and Doctorate in Chemistry at Yale University in 1943.
